1. Purpose

To maintain the highest levels of safety, professionalism, and operational integrity, these rules define the mandatory standards of conduct and personal protection for all AFRICA DIGITAL COMMS personnel, subcontractors, and partners involved in fieldwork or on-site operations.

Compliance is mandatory and non-negotiable. Every individual on-site is responsible for their own safety and that of their colleagues.


2. Personal Protective Equipment (PPE) — Mandatory Requirements

All personnel must wear the appropriate Personal Protective Equipment (PPE) at all times while on-site.

Minimum Required PPE:

  • High-visibility reflective vest (Reflex vest)

  • Safety boots with reinforced toes (steel or composite)

  • Company-issued ID card or site access badge, visibly displayed at all times

Additional PPE for Sensitive or High-Risk Areas (Mining, Construction, Industrial, or Telecom Sites):

  • Safety helmet (hard hat)

  • Protective gloves (task-appropriate)

  • Safety goggles or face shield

  • Hearing protection (earplugs or earmuffs, as required)

  • Dust mask or respirator for low air quality zones

  • Long-sleeved protective clothing or flame-resistant coveralls

  • Safety harness when working at height

No individual is permitted to access or remain on-site without full PPE compliance.
Supervisors are empowered to halt operations immediately in the event of non-compliance.

3. Low-Light and Night Operations

Working in low-light conditions (early morning, dusk, night, or confined/underground areas) presents elevated risks. To mitigate them:

  • All personnel must wear high-visibility reflective clothing and helmet-mounted or handheld lights.

  • Work areas must be adequately illuminated with approved portable or fixed lighting systems before any activity begins.

  • Electrical connections for lighting must be safely installed and inspected prior to use.

  • No task may begin in areas where lighting is insufficient to clearly see hazards, signage, or team members.

  • Team Leaders are responsible for verifying lighting adequacy and enforcing lighting standards before authorizing work to continue.

Safety visibility is non-negotiable. No visibility, no work.


4. Identification & Access Control

  • Every person must carry and display their official AFRICA DIGITAL COMMS ID card or client-issued access badge.

  • Unauthorized personnel or visitors are strictly prohibited from entering operational zones.

  • Loss or damage of ID must be immediately reported to the project lead and site security.


5. First Aid & Emergency Preparedness

  • Each Team Leader or Site Supervisor must carry a fully stocked First Aid Kit on-site at all times.

  • Kits must contain: bandages, antiseptic wipes, sterile gauze, gloves, pain relievers, and burn care items.

  • Teams must be aware of emergency exits, medical contacts, and nearest health facilities.

  • All incidents, accidents, or near-misses must be reported within 24 hours.


6. Alcohol, Drugs & Fitness for Duty

AFRICA DIGITAL COMMS maintains a zero-tolerance policy regarding alcohol and drugs.

  • Alcohol or drug consumption is prohibited for at least 24 hours prior to site entry.

  • Any person under the influence will be immediately removed from the site and subject to disciplinary action.

  • Random alcohol or drug testing may be conducted in cooperation with clients or site authorities.

  • Personnel must disclose any condition that could impair their alertness, judgment, or coordination.

Safety and sobriety go hand in hand.


7. Behavior & Conduct on Site

  • Comply with all site rules, safety signage, and restricted access zones.

  • Maintain professional conduct at all times — no horseplay, distractions, or unauthorized phone use during operations.

  • Report unsafe acts, hazards, or damaged equipment immediately to supervisors.

  • Respect client facilities, local communities, and the environment.

  • Smoking is permitted only in designated areas.


8. Vehicle & Equipment Safety

  • Only authorized and trained personnel may operate vehicles or heavy equipment.

  • Pre-use inspections must be performed daily.

  • Seatbelts are mandatory for all vehicle occupants.

  • Observe all site-specific speed limits and traffic rules.

  • Immediately report any malfunction or near-miss involving vehicles or machinery.


9. Enforcement & Accountability

  • Violations of these rules constitute serious breaches of QHSE policy.

  • Supervisors and QHSE Officers are authorized to stop unsafe work and remove non-compliant personnel.

  • Repeated violations may result in disciplinary action or contract termination.

  • Continuous training, toolbox talks, and awareness sessions reinforce compliance and performance excellence.
